Three agencies are involved. Here is what their own documents say.

CAAP: registration and licensing
CAAP states that all remotely piloted aircraft used for commercial operations, regardless of weight, must be registered with the Authority. Its Types of Operations page lists drone registration, a controller certificate and an RPAS Operator Certificate for commercial work.
PCAR Part 11 covers agricultural aircraft operations, including operations using RPA. It refers to remote pilots holding a current remote pilot license and to applicants having at least one registered RPA equipped for agricultural operation.
CAB: CPCN
CAAP’s Certificate of Authorization checklist for RPAS lists a Certificate of Public Convenience and Necessity from the Civil Aeronautics Board for agricultural operations, along with third party liability insurance and the remote pilot license.
FPA: pesticide application
FPA Memorandum Circular No. 2024-25 sets enhanced rules for pesticide application using RPAS. According to FPA, it applies to drone controllers, operators, technicians, service providers, pesticide companies and end users engaged in drone spraying. FPA forms include accreditation for drone controllers and spray crew supervisors and a licence for commercial drone spray operators.
In March 2026 FPA met CAAP and CAB to harmonise procedures and said it plans a new circular revising MC 2024-25. Check FPA for the latest version.
